This is an expected behavior as the Exchange does not provide the information for the BCC recipients in the email header.


Hence, when the email is sent to the Seclore Email Auto Protector (MTA), the permission doesn't get processed for them. 


They however will receive protected email for which they can request access and the owner can provide access accordingly.
